Conducting exams can occur through two distinct modes: online examination services and offline examination services, each presenting its own array of advantages and challenges. The decision between these two modes depends on factors such as the exam’s nature, the target audience, available resources, and the desired level of security and convenience. Educational institutions and testing organizations are increasingly exploring hybrid models that combine elements of both approaches. In this hybrid approach, exams may be conducted online, with certain components (such as practical assessments) carried out in an offline setting.
In India, government agencies and Public Sector Undertakings (PSUs) engage in procuring examination services to adhere to merit-based principles, guarantee the competency of individuals across diverse roles, and collect data to guide policy decisions and regulatory frameworks. This procurement encompasses activities such as recruitment and hiring, civil service examinations, professional licensure assessments, educational evaluations, admissions to government institutions, promotional examinations, competitive assessments, public safety and security evaluations, regulatory compliance examinations, as well as data collection and analysis. This strategic procurement serves as a mechanism for fostering fairness, transparency, and accountability across various sectors.
This analysis highlights the diverse range of examination service tenders issued by government agencies during 2023. A total of 409 examination service tenders were issued across different states, with the highest numbers observed in Delhi, totaling 73 tenders, followed by Uttar Pradesh with 67 tenders, and West Bengal with 32 tenders. Among the over 8000 government agencies, 200 agencies published tenders for organizing online and offline examination services.
Online Examination Services
Online examination services encompass a range of procedures and tools designed to facilitate the administration, conduct, and evaluation of exams or assessments using digital platforms and the internet. Utilizing technology, these services streamline the entire examination process, spanning from test creation to result reporting. Widely applied in educational institutions, professional certification, recruitment processes, and diverse contexts requiring efficient and secure assessments, online examination services represent a commitment to leveraging technology for enhanced efficiency, accessibility, and security. The adoption of these services by government agencies underscores a dedication to improving assessment processes in various domains, such as recruitment, education, and professional development, through the integration of advanced technological solutions.
A total of 47 tenders were issued by the educational sector for online examinations, also known as computer-based tests. These examinations play a significant role in elevating the educational sector by introducing efficiency, flexibility, accessibility, and data-driven insights into assessment procedures. These advancements align with the dynamic requirements of contemporary education, providing a technologically advanced method for evaluating student performance and promoting successful learning outcomes. For example, Punjab Medical Education Research released a tender seeking agency services for the conduct of a computer-based test. Similarly, the Department of Higher Education in Andhra Pradesh published a tender for a web-based online pre-exam and post-exam management software system.
In specific instances, online examination tenders were released to acquire a range of associated services, including but not limited to question paper design, candidate registration, payment processing, and venue arrangement, admit card processing, and the administration of mock tests. Delhi AIIMS issued a tender for computer-based examination services, covering activities such as question paper design, candidate registration, and payment processing by the service provider, withdrawal and update of registrations, admit card processing and other activities essential for exam conduction. Similarly, DDP Goa advertised a tender for computer-based examination services, including question paper design, venue provision, question paper hosting on a website, admit card processing, examination evaluation, and result preparation.
Government entities frequently acquire online examination services to facilitate their recruitment processes. The incorporation of online examination services in recruitment enhances efficiency, cost-effectiveness, security, and data-driven decision-making. This aids organizations in effectively identifying the most qualified candidates for various roles. For example, the Military Engineering Services (MES) in Delhi released a tender to outsource services for a computer-based typing and stenography test for CEPTAM 10 Cycle. Similarly, DVC in West Bengal issued a tender to hire an agency for conducting a computer-based test (CBT) for recruitment in Damodar Valley Corporation
As of January 21, 2024, there are currently 17 active tenders for online examination services across different states in India. Notably, Delhi leads with 5 tenders, comprising 29% of the total, followed by West Bengal with 4 tenders. Additionally, Tamil Nadu, Uttar Pradesh, and Odisha each have 2 tenders, while Karnataka and Daman and Diu have 1 tender each.
Offline Examination Services
While online examination services have gained popularity due to their advantages in terms of efficiency, accessibility, and automation, offline examination services continue to be utilized in various contexts. Offline examinations adhere to the conventional method of test administration, where candidates engage in assessments using pen and paper, usually within a physical setting like an examination hall or test center. In offline exams, candidates receive paper-based question papers and submit written responses. This approach is often favored in situations with limited internet access or when the exam demands hands-on activities, like practical assessments or drawing, which can be challenging to replicate in a digital format. Additionally, specific regulatory exams, professional certifications, and standardized tests are still conducted offline to meet particular requirements and ensure a controlled testing environment.
A sum of 131 offline examination tenders were issued, encompassing services such as question paper preparation, OMR-related services, venue arrangement, and other post-examination services. For example, the Department of Higher Education in West Bengal released a tender for offline examinations for undergraduate and postgraduate programs at the Sanskrit College and University in Kolkata. Similarly, the Department of Personnel and Training (DOPT) in Tamil Nadu published a tender for offline examination services, including the printing of OMR sheets.
Numerous tenders were released for both pre and post-examination services, encompassing activities such as designing and printing OMR sheets, preparing admit cards, organizing venues, scanning answer sheets, preparing results, and printing mark sheets. Despite the examinations being conducted in offline mode, the evaluation process primarily occurs online, owing to its efficiency and time-saving advantages. As an illustration, SNDTWU in Maharashtra issued a tender for the scanning and tearing of the first page of answer books, along with OMR and ICR data capturing for result processing during the pre and post-evaluation phases for winter examinations 2023 to summer examinations 2026 over a three-year period at Pariksha Bhavan. Similarly, TSTS in Telangana issued a tender seeking experienced agencies to undertake pre and post-examination work for the Telangana State Teachers Eligibility Test (TSTET) 2023.
In specific instances, tenders for examination services are announced to secure either end-to-end examination services or specific tasks, such as conducting exams, digitizing answer sheets, coding and decoding OMR sheets, and result processing. For example, CSIR in Delhi released a tender for the hiring of an Examination Conducting Agency (ECA) to manage the end to end examination process for administrative posts. Conversely, the Uttar Pradesh Development Systems Corporation Ltd issued a tender for post-examination work for the session 2022-23, encompassing tasks such as coding-decoding answer sheets, scanning OMR sheets, and other examination-related activities for Maharaja Suhel Dev State University, Azamgarh.
As of 21st January 202, there are currently 8 live tender for offline examination services across various states in India. Notably, Punjab advertised 3 tenders which is 38% of the total and followed by Maharashtra has 2 tenders which is 25% and Tamil Nadu, Chandigarh, and Delhi have 1 tender respectively.
